how do you test the ecm? my typhoon is going back to the rough idle and promblems I had lasts summer it seems that when it's hot out it runs like crap. 1- can't retreve codes untill I disconnect the relay for the i/c pump 2-code 22-tps 3-a/c not kicking on

I tried to scan the ecm for a code that I was getting. when I pluged in one of those genaric code scanner that makes the check engine blink It goes cazy. blinks fast and slow and sometimes steady. everytime it blinks the relay on the fire wall for the ic pump would click in sink withthe check...
