torsion bar mount

while rebuilding mt front end, I removed the torsion bar mounts and noticed that they were modified. A cross brace was welded on (spaning the mount perpendicular to the length) and a rubber flat washer was used under the mount (between mount and frame)
Question is, are the stock (moog) rubber mounts that prone to failure?
Is this a common mod?
Should I put the modded mounts back (not use new rubber ones)?
How much does this affect overall ride?

its a wear and tear item. they are all gonna go one time or another. i have done pleanty of them from blazers to s-10's to syclones. i use aftermarket ones. they seem to work good for me and my customers.
