Well. This could come from a bunch of things. First of all, what kinda mods do you have? Stock turbo? Full exhaust? Do you have a cat? Stock chip? Any kind of boost controller?

If I assume your truck is completely stock, I'd suggest to check the two vacuum lines around the solenoid on the top of the turbo, stucking waste gate, non working actuator, missadjusted WG rod.

And get a service manual from Helm and/or a Service CD from sportmachines.com.

couldnt the weather have something to do with overboost? I was told that in extreme cold conditions overboost can happen.

when are you getting the overboost?

need to know what chip you have, and what mods you've done.

yes, you can get higher boost in cold weather. some have had issues when running the heavier spring in the actuator, getting 17-18 psi on cold days, when it should be around 15 psi base.

someone was going to look into the effects of temp, and possibly change some stuff in calibration to correct the issue...don't know if it was done or not.

check this thread out, could also be related....
