o2 values at WOT?

Is it normal for O2s to dip all the way to 11 or 22 mv at idle or cruise speed?
I am chasing an intermittent stumbling problem and it only occurs when the O2 dips into double digits.
Brand new Bosch O2 didn't cure it.
More pedal kicks the O2 volts back up and truck pulls hard again.
I have a recent Diacom if you care to see it.

02 values do fluctuate a lot. It's not normal to sit at 0mv for awhile in a closed loop chip, but hitting that low of value in the regular up/down cycle of the 02 sensor can happen.
Stumbles are usually lean fueling, and the 02 values are reading that as well. The 02 readings are usually more of an symptom, if you follow.
