check to see of the ic popped off the throttle body, or your turbo to ic pipe. Also check those silicone connectors for holes/slits.

The vac line to my afpr came off once and would not allow me to make any boost. Once I isolated this and jb-welded the fitting back into the regulator, I never had this problem again

Got to be a hose problem. IF your vacc. line to the actuator was off you'd have the opposite problem (too much boost) your Turbo could be shot to.. but I'm not sure the past problems you've had. Sounds like it's mutiple.
Check all hoses from turbo oulet to throttle body as per Renz.

Also check to see if the wastegate actuator rod is still connected...
