What is the governor supposed to feel like if you take it apart / remove it from the tranny, what is the thing that can be stuck?

I got grey hairs when I removed it from the truck. Didn't get a thing

when holding the goc up with the green gear pointing upwards, look inside the center shaft and you will see a valve.

that valve should move up and down freely when you open and close the ears of the gov.
