I would say this wheel is in poor condition. It does not have any rips, but several chafe marks. Perhaps you know someone that re wraps steering wheels? One of the threaded holes was re tapped, but this will not concern you until you want to remove the wheel from the steering shaft.

Steering wheel is kind of heavy - your Va zip estimated is about $10 .USPS
