I think that's the first time I've ever seen 13.8 psi. I always thought it was 14.7.

I have said it a bunch of times as have others, most just give the peak (or they don't realize the peak is not what the ECM is trying to control it to). Their is often a confusion about the conversion to psi as well. 1 BAR is 14.5psi, 1 ATM is 14.7psi.
If the stock wastegate ecm parameters was optomized and/or had better wastegate control, we should only see 13.8psi, instead of the boost is all over the place like a roller coaster going from high 12's to 15 psi at WOT. Even though in reality the peak boost up around and sometime over 15psi, it usually averages out to somewhere around 13.8psi, because the of the dips.

IIRC all the mags back in the day, stated the Syclone makes 14 psi.

Well you have seen the other answers already, but the truth is.
You can get enough boost to blow it up really quick if you don't know what you are doing :tup:.
